San Diego, being on the Pacific Ocean, has access to a number of beaches available for public recreation.

Northern
(note these beaches are outside San Diego city limits)

Solano Beach — small, narrow, easy parking, makes for a nice walk.
La Jolla Area

Black's Beach — the nude beach, somewhat obscure due to difficult access.

Children's Beach — currently inhabited by harbor seals

Marine Street Beach — favorite among locals

Torrey Pines State Beach — also functions as a nature reserve.

Windansea Beach — historic surf spot
Mission Bay Area

Mission Bay — great for kayaking and other water sports, and also home to a portion of Sea World.

Mission Beach — San Diego's answer to Santa Monica Pier, more or less.

Sunset Cliffs — south of Ocean Beach and close to Point Loma Nazarene College.
Downtown
Downtown offers the experience of being always by the water, but never on a beach. There's a nice walkway that starts in Seaport Village, trailing along to the water and rocks with a clear view of Coronado, and heads north along the harbor past the Star of India and Maritime Museum, through Little Italy and eventually to San Diego International Airport.
